While no one should be abused in any way, including verbal abuse, the courts have strict guidelines on what constitutes grounds for the issue of a restraining order (order of protection). There is a big difference in the eyes of the court between someone making a nasty or rude comment, and someone who has displayed violent behaviors in the past, and is red-faced with anger while grabbing you and making threats that they are going to hurt you.

We do not want our clients to pay for something that we know will have a low likelihood of success; particularly when denial of a restraining order actually can empower the verbal abuser, and even escalate their behavior.
